SCS Global designed, manufactured, and delivered a fully custom 1,600 square metre training facility for the Australian Federal Police in 2026. It was built as a set of volumetric modules that clip together into a single three-storey training building, and it carries the full rating envelope a permanent assembly building of its class requires: fire-resistance levels to NCC Type A construction, AS 2118.1 sprinkler protection, AS 1428.1 accessibility with lift access to all three storeys, and AS 1170 structural design for multi-storey modular stacking. Every module was built and fitted out under factory quality control, then craned and connected on site as one integrated building. This project sits inside our projects hub at SCS Global.

Challenge

The challenge: a permanent multi-storey training facility on a compressed program

The Australian Federal Police needed a purpose-built training facility, fully custom, delivered to a tight program and without the prolonged on-site disruption a conventional three-storey build would carry. The brief was for a permanent building, 1,600 square metres of training space across three storeys, satisfying the full National Construction Code envelope for an assembly-grade facility: Type A fire-resistance levels, sprinkler protection and detection, code egress, accessibility to every storey, acoustic separation, and a structure designed as a genuine three-storey building. The AFP wanted certainty, delivered to a date, with one party accountable end to end.

Action

The action: 48 custom modules engineered to clip into one three-storey building

SCS designed the facility as 48 volumetric modules, each built and fitted out under factory quality control and engineered to clip into one three-storey building. The envelope was carried to permanent-building standards: AS/NZS 1170 and AS 4100 structure with connections sized for three-storey stacking, NCC Type A fire-resistance levels, AS 2118.1 sprinklers and AS 1670.1 detection, AS 1428.1 accessibility with a lift to all three storeys, NCC Section F acoustics, Section J energy, and AS/NZS 3000/3500 and AS 1668.2 services. Built and fitted out to the QA in our manufacturing process while site civils ran alongside, the modules were craned and clipped together, then commissioned on the ground.

The result: one integrated three-storey training building, delivered in 2026

The facility was delivered in 2026 as a single three-storey, 1,600 square metre building from 48 modules, certified to NCC Type A for its assembly classification, with lift access to every storey. Because the modules were built and fitted out in the factory while site civils proceeded, the on-site window was compressed and disruption at the establishment was held to the assembly phase. The AFP holds a permanent, fully custom, code-compliant building delivered by one factory-direct manufacturer accountable for the design, the build, and the certification.
